School Transport System In UAE

School buses have always been an easy mode of transport for all school going kids. It is actually a good idea to keep school buses for every school instead of kids coming to school with their parents or in separate vehicles. This will cause too much traffic jams on the roads in school hours, and everyone will be late to their work and school.  Still many parents, prefer dropping their kids to school on their own or keeping a driver for them. They feel their kids are safe in their own transport than school buses which is also true in many countries. But if every kid goes to school on his own transport, then it will become very difficult for other people on the road as there will be so many vehicles. The roads should either be very wide for all the vehicles to go easily which is not possible in every country or the school hours and office hours should be different so that both don’t get stuck in traffic at the same time which is also not possible, and no one tried this method till now. But what if the school transport system of your kids’ school in the country you live is unique and safe in every way? This sounds perfect right? If the school transport guarantees you your kids’ safety, comes on correct time, stops in front of your house, the interior of the bus is like a luxury bus, there is a separate lady in the bus to take care of your kid, the driver is fully experienced along with international driving license and fully trained, have cameras inside the bus and outside to watch your kid and the bus surroundings for any issue, no other vehicle can cross the school bus from behind or side if it is at a stop, no history of bus accidents, and pick-ups and drops your kid on time, then there is no doubt you will ever think of your kids safety when you send them in school buses.

Welcome to UAE. This is the country I am talking about. This country is known for its full developed infrastructure, strict rules and regulations, CC tv cameras all around, no theft, no crimes, fully safe even at nighttime, and has people of all nationalities. There are so many different schools here for all nationalities. From Indian, Pakistani, British, Arabic, American, French and Canadian. No matter which nationality you are, you can easily send your kids to your country school without worrying about the change in culture, syllabus, and the way of studying. You can enroll your kid in the school you want, and they will teach them just like they teach in your hometown. You will not feel any difference when you send your kids to school of your nationality. I am an Indian, so I sent my kids to Indian schools.  Since I live in Abu Dhabi, I will tell you the school transport system in Abu Dhabi. How it is operated, its rules and regulations, what safety measures are taken for your child, bus fees, apps to track your school bus, and the regular timings they come to pick and drop your child.

Stakeholders of the School Bus Transport in Abu Dhabi: –

The school bus transport system in Abu Dhabi involves multiple stakeholders working together to ensure safety, efficiency, and reliability. Key players include schools and ADEK, which are responsible for student safety and compliance with regulations; parents and students, who seek safe, affordable, and convenient services; and bus operators, drivers, and supervisors, who provide and manage daily transport while meeting strict training and safety standards. Oversight is provided by the Integrated Transport Centre (ITC), Abu Dhabi Police, and the Quality and Conformity Council (QCC), which regulate, inspect, and enforce standards, while government bodies handle broader policy and infrastructure planning. The Department of Education and Knowledge (ADEK) regulates schools and ensures compliance with safety & student welfare standards and the Abu Dhabi Police help enforce traffic laws related to school buses. This collaborative system balances safety, quality, accessibility (including for students of determination), and public trust in school transport. Schools may also run their own buses or contract third-party school bus operators. These operators must be licensed & meet technical, safety and operational standards.

 

Mandatory Requirements of Every School Bus: –

  • Bright yellow school buses with “SCHOOL BUS” markings in English & Arabic.
  • Seat belts for every passenger.
  • Stop arms and flashing lights.
  • GPS tracking systems.
  • CCTV surveillance inside and outside buses.
  • Speed governors to prevent over speeding.
  • Buses should not exceed a set speed limit.
  • External mirrors and electronic mirrors should be there for drivers’ visibility.
  • Emergency exits, fire extinguishers, and first aid kits.
  • Interior surfaces of the bus should be non-flammable, non-hazardous and no sharp edges.
  • No foldable seats.
  • Bus age limit should generally be maximum 10 years (exceptions possible after inspection).
  • Drivers must have special school bus driving permits.
  • Drivers should have regular medical checks like vision, fitness, and certain health conditions.
  • Drivers should be trained in child safety, defensive driving, and emergency handling.
  • Supervisors or bus attendants are required on buses carrying children under 11 years.
  • Bus attendants must assist children boarding, ensure seat belt use, and supervise their behavior.
  • Regular safety checks of lights, bus door, bus windows, Tyres, seats, air conditioning, cleanliness, and bus engine should be done.
  • No overloading of students in a bus. Each student must have their own seat.

 

 

Safety Requirements for all buses: –

  1. Schools are legally fully responsible for the safety of students during school-bus journeys, whether the transport is provided directly by the school or via a third-party operator. They must follow the “Abu Dhabi Guideline for the Regulation of School Bus Traffic. If your child doesn’t come home on time or anything happens in the school bus, you can talk directly to the school instead of talking to the supervisor of the bus to take proper care of your child during the journey. Because the supervisors of the bus listen to the school authorities without any complaint.
  2. One of the main rules of every school bus is that a single trip of a school bus that is from first pickup to final drop-off or vice versa must not exceed more than 75 minutes. Schools should plan routes, pick-ups & drop-offs accordingly so this limit is respected. In case, they are late due to traffic or any other reason, they will tell sorry to you and also notify you why they are late.
  3. Buses must comply with technical and safety standards as per Department of Transport and ADEK rules. This includes surveillance cameras on board, maintenance items like lights, Tyres etc., and appropriate safety equipment. Buses may have age limits, but they should not be older than 10 years. All school buses must have a certified automatic engine fire detection and suppression system. Buses without this certificate can’t be licensed or have permits renewed.
  4. A bus ID card is given to every student in which the bus no, students photo, phone number, address, and school name is written. So, if your child is very small and doesn’t know his bus number or gets lost, other can help him by looking at his ID card. This ID card is very important. It is directly connected to the bus app that you install on your phone. When the kid goes inside the bus, there is a Id card scanner right in front of the bus door. The student has to show his bus ID card to the scanner after going inside and while coming out of the bus. Only after this scanning, you will get a notification in your phone that your child is in the bus, and you can trace the location of the school bus.
  5. For children under age 11, a parent or an adult authorized by the parent must be present at the drop-off point and pick up point. If no such adult is there at that place or they don’t pick up the phone, the supervisor must notify the school and then return the child after dropping other students. If the father or mother have some work and cannot be available at that pickup time, then they can give a guardian ID card provided by the bus supervisor in case of emergency to their relative or friend who will be present at the drop off point instead of them for their child. The bus supervisor will first look at the ID card and then hand over the child to them.
  6. Schools must include transport behavior in their student behavior policies. All students need to learn how to behave in a school bus and what rules to follow for a peaceful journey.
  7. Transport fees must follow standards set by the Integrated Transport Center and must be approved by ADEK. Schools cannot arbitrarily raise fees without ensuring that buses & services meet required safety and standard conditions. If students do not use the bus service, transport fees must be refunded. My sons transport fee is 500 AED monthly for one term for two-way bus ride. 600 AED monthly for second term and 500 AED monthly again in third term. You can opt for two-way or one-way bus ride. One-way bus rife will cost you 250 dirhams monthly. Two-way means pick-up and drop-off. One-way means either pick-up or drop-off.
  8. Students must be picked up and dropped off at designated points as per the guidelines. “Door-to-door” or home drop-off. Other drivers must stop for school buses when the stop arm is out. In Abu Dhabi, failing to stop costs AED 1,000 + black points.
  9. Schools must clearly communicate to parents all about the transport rules, policies, pick-up and drop-off times, fees, and conditions. Schools should also provide the identities and contact of the driver and supervisor. Fee schedules for transport must be broken out separately in contracts and fee notices, refund policies should also be noted. Once you apply for the school transport in your child’s admission form, the bus driver and bus supervisor will automatically contact you for your exact location and timings.
  10. Obedience to all the bus rules is compulsory for every student during journey like keep seated, wear seatbelts where applicable, no obstructing aisles, follow driver and supervisor instructions, etc.
  11. I use an app called STS in which I can monitor my child’s school bus speed, bus location, drop off time and pick up time. The bus supervisor calls me 5 minutes before coming to the drop off point so that I come down to pick up my child. There are many other apps for school buses, but my kid’s school opted for a private service app that is STS.

 

 

Monitoring, Tracking & Communication of school bus: –

In Abu Dhabi, you can easily monitor your child’s school bus to know its exact location, its speed, in which direction it is going, and you will also get messages if it is delayed a bit due to traffic. There is a supervisor in the bus to monitor all the students. You can call them anytime if you want to know what your child is doing in the school bus. They are very friendly and communicate with you without any hesitation. There are some apps called Salama, Emirates Transport, STS, Kidsafe-Nav, Big Yellow Bus, and Track Zen, all around UAE to track and monitor you child’s school bus. Among these Salama (government led) and STS (private operator) are more widely used by schools in Abu Dhabi. So, I will tell you the difference between these two apps and which one is better. The best part is that you can install both the apps in your phone and use it simultaneously.

Parent and Student Responsibilities: – 

  • Students need to adhere to some bus rules like showing up on time at pick-up, waiting in safe areas, boarding only when bus stops, sitting properly in the bus, using seat belts, wearing their bus ID cards, and behaving safely in the school bus.

  • Parents often must designate a guardian to meet younger children (especially under 11) at drop-off. If they cannot be available at that time, they can send a guardian or their relative or friend and give them a guardian card provided by the supervisor of the bus in case of emergency. The parents should inform the school bus that they cannot be available at the drop off time and are sending a guardian instead. If no one meets them, there are protocols like the bus supervisor should notify the school, and sometimes children are returned to school.

  • Parents also usually must sign acknowledgment forms related to bus rules, fees, safety etc. They should also know the bus rules, student behavior in the bus, and keep a track on the bus timings, fees, and delays.

  • Misbehavior by students can lead to temporary suspension from using the school bus service.

What Parents Should Know: –

If you’re using school transport for your child or selecting a school, some important things to verify are: –

  1. Regulatory compliance: Is the bus certified? Does it have the fire suppression system? Is it licensed by the relevant authority?
  2. Ride time: How long will the commute be? Is it within legal/comfortable limits?
  3. Pickup / drop-off responsibilities: Who receives the child at drop-off? What if nobody is there? Is there a protocol?
  4. Safety equipment: First aid kit, emergency exits, seat belts where required, CCTV, speed control, etc.
  5. Supervision: Is there an attendant? Are drivers/supervisors trained?
  6. Costs & transparency: Understand how fees are structured, what’s included, cancellation policies, break/holiday adjustments, etc.

 

 

Some Common Parent Concerns: –

  • Even though the limit is 75 minutes per trip, in practice some students experience longer times because of traffic, route inefficiencies, and delays at pick-ups. Parents often complain about fatigue in children due to long rides. This is common but is only sometimes. Sometimes, the bus supervisors help students by giving them chocolates or engage them in playing if it is a long bus ride.

  • Parents are expected to have children at pickup point a few minutes before time; the driver may leave if no show. They will call you one time, if you are not there on the pick-up point. If you don’t pick up the call, they will go away. Sometimes, they will tell you to come along with your child to a nearby bus top which is near to your house to pick up your child if you miss the bus. So, make sure, you always be on time, so that other students in the bus don’t need to wait for long and have a long bus journey which causes fatigue and irritation.

  • Not all areas may have bus-service; seats may be limited; if areas are remote, services may be harder/costlier to provide. So, check with your school if they can provide bus service in your area. Otherwise, you have to drop your kids daily in your own car.

  • Sometimes buses or operators do not always fully comply, oversight is intended via inspections, but implementation varies.

 

Conclusion: –

If you both are working parents and need to get to work on time, then it’s better to opt for bus service for your kids to go to school. If your office is near to your kids’ school, you can also drop them and pick them up. If you think the bus fees is costly as it is more than 500 dirhams per month, then you can drop your kids in your own car. But according to me, school bus is the best option for kids as they enjoy their bus ride with their friends, and it is very safe. The school buses here are big, neat, with good air conditioning, and spacious. And since all school buses go on a separate road and route, thy don’t get involved in traffic much on the main roads. And there is always a supervisor inside the bus to take care of your kids. I was also planning to learn driving, get a driving license and drop and pick up my kids from school after one year when my daughter will also join in the school after she completes 4 years of age as the bus fees may become 1000 to 1500 dirhams monthly for 2 kids. But my son didn’t like to go in car. He likes school bus as it is big with so many friends in it and he told me he doesn’t like to go to school in car. So, I was planning to wait for one more year. But, if you can afford the bus fee, it will be very comfortable to you. Because dropping your kids to school and picking them up again every day is hectic and time consuming. My child’s school bus comes at 6.45 am in the morning to pick up and drops him off at 12.40 pm in the evening. Since my kid is in kindergarten, the school hours are less from 8am to 12 pm. For older grades the school hours will be from 8 to 1 or 1.30 pm. Since 6.45 am is very early in the morning, small kids don’t get up fast. Thatswhy, I make my child to go to bed at 8.30 pm at night. So that he can wake up fresh and he doesn’t sleep in the afternoon too. But sleeping this early every night is not always possible, as guests come to our home or we go out in emergencies. Thaswhy I thought of driving myself to school so that my kids can get up at 7 or 7.30 am and reach the school by 8am as the distance between my house and my son’s school is only 15 minutes by car.
